OVERVIEW OF THE MANAGEMENT OF THE WASTE FROM THE CIVIL CONSTRUCTION IN SÃO CARLOS CITY - SP IN THE LEGISLATIVE CONTEXT

The study analyzed the municipal management of civil construction waste against compliance with the main standards of the segment, at the federal level - Conama Resolution 307/2002 - and its amendments and, at the municipal level, the Integrated Plan for Civil Construction Waste (CCW) Management, Municipal Law 13.867/2016. Data collection consisted in interviews with Municipal Agencies involved with the theme and local visits to Municipal Recycling Plants. It was found that, although São Carlos city had relevant legislation for the management and management of the CCW, its implementation was not fully observed. In possession of the information obtained in comparison with municipal legislation (Law 13.867/2006), a reduced effectiveness of the Public Power was observed in relation to the implementation of the norms, denoting non-compliance and partial compliance with most of its guidelines. Consistent advances were verified as soon as the Integrated Civil Construction Waste Management Plan and the Waste Management System were enacted. However, themanagement has been carried out in a deficient way; probably due to the absence of public policies and inadequate integrated management by the government. Thus, new sustainable municipal public policies need to be created so that the proper management and management of civil construction waste is carried out.
