This paper aims at presenting the political strategies and the methods created for literacy learning by the educational reform implemented by Governor João Pinheiro, upon the installation of School Groups. It also aims at explaining how the literacy learning program became effective at the third School Group of Lavras, Minas Gerais, under the intervention of Firmino Costa Pereira, a remarkable name for the History of Brazilian Education. To carry out this work, we did a survey at the Public Archives of Belo Horizonte (Minas Gerais) and at Museu Bi Moreira, in Lavras, Minas Gerais. It is possible to observe that a whole new and specific material was developed for literacy learning with the creation of School Groups, in order to bring modernity and civilization to the country. The adoption of an official literacy learning model had specific amendments that went beyond the norm, because the principal of the School Group of Lavras, Firmino Costa, was able to bring uniqueness to the structure of literacy learning in Minas Gerais, which caused great national impact.
