In this study, literacy textbooks circulation devices, also known as primers, are analyzed in primary school in South of the state of Mato Grosso, between 1927 and 1961. Thereunto, a qualitative documentary research was carried out, in which national and state legal documents that guided primary education during this period were examined. From the documents investigated, we sought to understand the investment made to teach reading and writing under the light of these artifacts. The obtained results indicate that the analyzed legal devices, directly or indirectly indicated the method of literacy and textbooks that should circulate in that context, suggesting didactic practices and the way of thinking about literacy with each new law or decree created.
