Abstract

This research aims to clarify the subject of privatizations, starting from its historical and legal context, up to the case of privatization of the telecommunications sector in Brazil, considering, in this way, the measures of the governments of Fernando Collor and FHC to combat economic crises according to the Washington Consensus guidelines. Then, it reflects about the effects of the transfer of Telecom to the private sector, the reorganization of state action, and its consequences for national sovereignty in the sector. Finally, it analyzes privatizations in an infrastructure sector and the importance of state investment in the production and development of national technologies, in order to preserve the supremacy of national interests over foreign capital with the independence of imported technologies.
