This article is intended to discuss the learning process through computer simulation. It deals specifically with the development and modeling software that can be used for training and improvement of public managers. It first presents the references regarding the use of educational software and the different software categories. Then, it describes the specific simulation objects, which are the local production systems (LPS). Afterwards, it discusses the steps to build the computational model which established its simulation and concludes by identifying the mediating tool potential for training and improvement of public managers in the LPS area.Downloads
