Abstract

This text is originated from a research developed along the three largest cities in the states of Santa Catarina and Rio Grande do Sul, whose purpose was to analyze what strategies these municipalities were giving priority to meet the requirement of children’s registration at four years old. The documentary research had data collection in different federal and municipal sites. Data collected were tabulated and analyzed posteriorly. Analyses indicated two strong prioritized strategies: agreementand partiality of care. For this article, we decided to discuss the agreement process in the largest city in each of the states, trying to capture the links among this government option and indications of international organizations, especially the World Bank, which hold informal consultations as a good proposal and low cost for early childhood development.
