Abstract

This work discusses Social Control aspects which are carried out by the Council for Social Control and Accompanying (CACS) and inserted in the national education financing, as from the legality of the Fund for Maintenance and Development of Fundamental Education and Valorization of Professorship (Fundef), in 1998. The work establishes a comparison between the devices existing at CACS of Fundef and the legal devices presented to the composition and operation of the CACS under the legality of the new Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals (Fundeb), as from 2007. It examines the pertinent legislation from both funds, having as specific focal point the significant devices to the reach of the participation and social control arguing that the formality and specificity of this legislation, even if improved, are not enough to impede the circumventing of these provisions in the localities where the civil society is not organized and attentive. The work adds, at last, provocative questions in target of indicating a more efficient reach of this kind of social control.
