The aim of the article is to show how a pair of concepts which were formulated long ago by Alvin Gouldner and Esther Newcomb (locals and cosmopolitans), still are useful to understand the different logics of relations inside modern bureaucratic organizations. Thereunto, we analyse the discourses of teachers, secondary students and tertiary students, in the frame of the Program Educative Engagement that has been developed in public secondary schools of Uruguay since 2011.
