Abstract

This paper discusses the challenges and conditions in the implementation of adaptive management as a methodology to deal with the complexity and uncertainty of the impacts of climate change on water resources. We argue that adaptive management is a key strategy to enhance the resilience of the water management system and may facilitate the adaptation to conditions of global changes. However, basic conditions are required, such as financing of monitoring actions, legal updates,
governance structure and institutional arrangements which are appropriate to create the necessary
conditions for effective implementation of this management model. The adaptive management model
is presented as a requirement to enable the maintenance or strengthening the resilience of natural
resources, especially water resources.
