Methodology: It was developed a qualitative research, bibliographical and documentary, from sources that deal with themes of democratic erosion, cooperation federalism and populism.
Results: An undemocratic role was identified in Bolsonarist management during the period of the sanitary crisis of the coronavirus in Brazil, harmful to the protection of life and public health, showing that the separation of the coalition between the federative entities and the effective construction of a cooperative federalism are escape valves to face the pandemic experienced in the current conjuncture.Â
Contributions: The aim of this research is to encourage critical reflection about the paths that democracy can take when ejected from a populist bias that, supported by autocratic legalistic ideology, tends to foster democratic erosion, from the examination of the Brazilian case, in which the mismanagement of the federal government in a scenario marked by the Covid-19 pandemic caused a coalition between the governors of the federal states for the implementation of health policies.
