ANÁLISE DOS FATORES DETERMINANTES DA EVOLUÇÃO DA DÍVIDA DO MUNICÍPIO DE MANAUS, NO PERÍODO DE 2010 A 201

RESUMO
A LRF traça mecanismos de controle orçamentário para coibir os déficits públicos. Porém, a efetividade da LRF depende do período e da amostra utilizada, já que os limites padronizados nem sempre estão de acordo com a realidade dos municípios. O município de Manaus obedeceu aos limites definidos pela LRF, ficando bem abaixo na maioria dos casos. As transferências intergovernamentais correntes representaram em torno de 60% da  Receita Total e 70% do grupo de receitas correntes, enquanto que as transferências de capital variaram de 0,5% em 2013 a 1,374 em 2012. O grupo mais relevante na composição da Receita são as Receitas Correntes. As Transferências Correntes aportam maior gama de recursos dentro do grupo, expressando a dependência por Transferências Intergovernamentais. A Prefeitura possui situação patrimonial satisfatória onde as Disponibilidades cobrem o Passivo Circulante e o Ativo é suficiente para quitar o Passivo. Houve uma tendência por contrair obrigações de longo prazo, desta forma o Passivo Circulante representava aproximadamente 50% em 2010, passou a 13% em 2015. Os ganhos com Ativos foram maiores que as perdas ou desvalorizações. Houve frustração na arrecadação em 2012, 2013, 2014 e 2015, a qual foi compensada com a execução orçamentária, com exceção do ano de 2015.

ABSTRACT
The LRF outlines budgetary control mechanisms to curb public deficits. However, the effectiveness of the LRF depends on the period and the sample used, since the standardized limits are not always in agreement with the reality of the municipalities. The municipality of Manaus obeyed the limits defined by the LRF, being well below in most cases. Current intergovernmental transfers accounted for around 60% of Total Revenue and 70% of the current revenue group, while capital transfers ranged from 0.5% in 2013 to 1,374 in 2012. The most relevant group in the composition of Revenue is Current Revenues. Current Transfers provide a greater range of resources within the group, expressing dependence on Intergovernmental Transfers. The Municipality has a satisfactory equity situation where the Deposits cover Current Liabilities and Assets is sufficient to pay the Liabilities. There was a tendency to contract long-term liabilities, so Current Liabilities accounted for approximately 50% in 2010, increased to 13% in 2015. Asset gains were greater than losses or devaluations. There was frustration in the collection in 2012, 2013, 2014 and 2015, which was    offset by the budget execution, with the exception of 2015.
