AVALIAÇÃO DE DESEMPENHO ASSOCIADA A VIESES COGNITIVOS NA ADMINISTRAÇÃO PÚBLICA: INSIGHTS DA LITERATURA INTERNACIONAL

Resumo

Esta pesquisa tem como objetivo fazer uma revisão de literatura internacional para evidenciar como a Avaliação de Desempenho, associada a vieses cognitivos, vem sendo abordada na Administração Pública e identificar oportunidades de pesquisa, norteados pelo ProKnow-C. Dentre os achados destacam-se: A evidência da preocupação real dos insights comportamentais para melhorar as políticas públicas como a iniciativa do ex-presidente Barack Obama (EUA), que criou uma equipe permanente de “Ciências Sociais e Comportamentais da Casa Branca”; a constatação de que os indivíduos fazem avaliações mais negativas das organizações se forem apresentadas como públicas, e não como privadas, o viés “Antissetor Público”.
