OS ESTUDOS EMPÍRICOS INTERNACIONAIS NO SETOR PÚBLICO TÊM FEITO USO DOS SISTEMAS DE AVALIAÇÃO DE DESEMPENHO EM SUA PLENITUDE?

Resumo

Essa investigação objetiva mapear as características dos estudos empíricos internacionais de Avaliação de Desempenho no setor público a fim de identificar seu estágio de evolução e oportunidades de pesquisa. Esta pesquisa é qualitativa e, por meio do Proknow-C, selecionou 45 artigos empíricos referentes à Avaliação de Desempenho no Setor Público. Mediante análise, identificou-se que nos últimos anos, há uma tendência à identificação do impacto dos SADs nas organizações; os estudos têm predominância nas fases de design/concepção e implementação do Ciclo de Vida dos SADs; há carência de estudos longitudinais que abordem todas essas fases.
